(07:55) Watsonville – A Watsonville City Council member is resigning after being accused of sexual abuse. Shiree Teng and Liz Bean wrote letters alleging Oscar Rios inappropriately touched them and groped them in the late 1980’s. Rios released a statement yesterday apologizing and announced his resignation.
