A new ordinance approved yesterday now makes the City of Watsonville the first in the Monterey Peninsula to have a union-backed agreement for certain public works projects. The law will require a union-negotiated project labor agreement, other wise known as a PLA, on projects over $600,000. Supporters of the ordinance say local residents would benefit in regards to increased opportunities, like apprenticeships, while opponents say it would put non union contractors and workers at a disadvantage.
