(17:20) MOSS LANDING- A Sunday morning reported explosion at the Moss Landing power plant turned out to be a downed High-Voltage transmission line. The down power line may be responsible for Monterey Peninsula power outages that initially affected almost 56 thousand households at about 7 a.m. P G & E expected to have power fully restored by 11 pm.m last night (Sunday). Meanwhile Cal Am Water officials were asking customers to conserve water during the outage.
