Multiple law-enforcement agencies in Monterey County are participating in an increased-enforcement operation this morning. As part of the strategic traffic operations and prevention program, known as STOPP, officers will issue citations at high-risk intersections and roadways, where accidents and violations often occur. The program began at 6 a.m., and is set to run until noon.
