ALTHOUGH The 3-JUDGE, 9TH U.S. CIRCUIT COURT OF APPEALS RULING ISSUED THIS MORNING CAN ONLY BE APPEALED TO AN EXPANDED 11-JUDGE PANEL OF THE APPEALS COURT, IT IS EXPECTED TO EVENTUALLY MOVE ON TO THE U.S. SUPREME COURT.
