The Santa Cruz Metro Transit District Is Considering Toll Hikes. Metro officials say the district has been operating at a loss since 2008 and is considering raising fees for the Highway 17 express as well as possibly charging for the now free Paracruz service for the disabled. There is also the option of restructuring the whole transit system which has remained unchanged for the past 20 years. Final public input meetings are scheduled for Friday in City Commerce Chambers at 9 a.m. in Santa Cruz, and 6:30 p.m. in Watsonville.
