a plan that could allow homeowners in scotts valley to build on environmentally sensitive habitat is set to be considered at the scotts valley city council meeting tonight.  city officials will consider adopting a habitat conservation plan, that would allow development in the zayante sandhills area.  that area is home to the endangered june beetle and the ben lomond spineflower.  under the proposed plan, the city of scotts valley would have final say over environmental regulations rather than the federal government.  the city council is set to review this plan at their meeting at 6 p.m. tonight at 1 civic center drive in scotts valley
