A stolen car has been returned to its owner. That after the red sedan was found near an Aptos Village construction area. 2 men, seen returning to the vehicle while it was in the construction area, were arrested and booked into Santa Cruz County Jail. They reportedly both have a criminal histories.
Authorities say that vehicle thefts, and new ways of overcoming electronic security features, have been rising in Santa Cruz county.
