The San Lorenzo Valley Water District should improve their communication on complex issues, according to a report from the Santa Cruz County Civil Grand Jury. The water management body has struggled to create an amicable relationship with some customers and fell short in other areas. Recommendations were made in the report and the district board has until the end of August to respond.
