A traffic alert was issued this afternoon in Santa Cruz after traffic was backed up for nearly an hour-and-a-half due to stuck railroad crossing arms. The back-up occurred at 12:19 p.m. on Highway -1 at River Street and Harvey West Park. The crossing arms were repaired as of 1:25 p.m. Police say the intersection has been the site of numerous major backups.
