Scotts Valley police arrested two men were arrested on suspicion of mail theft, conspiracy and drug-related charges. Investigators acting on a tip from an area resident located a vehicle occupied by Justin Broughton and Dacion Celaya. A search uncovered mail and financial information for various residents, as well various prescription pills and heroin. He two were booked into Santa Cruz County Jail.
