Santa Cruz county has a new title…that of the county with the 2nd highest rate of poverty of any county in California. That’s based on new data released by the Public Policy Institute Of California. The statewide average is 19.4, while the county’s rate of poverty is 23.8 percent. The only county with a higher rate is Los Angeles….with 24.3 percent.
