santa cruz city leaders are set to meet today with representatives for santa cruz’s largest labor group to negotiate a proposal. the city has proposed a 10 percent furlough for its 450 service workers this year and a 5 percent furlough or less the second year. the city has been negotiating with s.e.i.u. for 2 months. their contract with the city expires september 1st.
