a transient man was arrested saturday morning after a resident caught the man attempting to steal his bicycle. the victim saw the man, 26 year old zacahary mifflin, walk out of the garage of his seabright avenue home at about 8:45 a.m. police say that the same man had tried to steal the same bike in july, but the owner had locked the bike inside his garage since that incident. mifflin was arrested on suspicion of burglary, possession of burglary tools and a probation violation.
