Paper is sitting by the tons in Santa Cruz waiting to be recycled. That’s because of ban on 24 types of recyclable material by China in January. The country was the largest buyer and importer of recycled materials before it changed the standard. That leaves waste collection facilities like Santa Cruz’s Resource Recovery Facility waiting until China changes its policy or until the facility opts to pay ship the material to a buyer.
