Santa Cruz County’s has low participation numbers in food assistance program. Citing 2014 data,a study ranks the county 47th out of 58 in participation in the Calfresh food program. An estimated 20 thousand people are eligible for food aid but do not enroll in the program. Several health and community groups are trying to find the reason behind low participation, but former participants believe it is due to the complexity of the enrollment process.
