LAST NIGHT (WED), THE COMMISSION PROPOSED THAT THOSE SEEKING TO USE TACTICS OTHER THAN FRACKING CAN ASK FOR PERMISSION. MEASURE J STILL NEEDS TO GO BEFORE THE COUNTY BOARD OF SUPERVISORS BEFORE IT COULD BE PASSED AHEAD OF THE NOVEMBER ELECTION.
