When they meet tonight, Salinas City Council members are scheduled to consider an ordinance that could allow the city to fine people who get multiple noise violations within one year. The hope is that such an ordinance would cut down on the loud and unruly parties in the city. The City Council meeting is slated to begin at 4 p.m. today, in Salinas City Hall.
