the salinas city council has approved a preliminary budget for the 2011-2012 fiscal year that CONTAINS no layoffs. concessions made by the city’s 9 employee unions allowed the city to defer any layoffs. the city council says it likely won’t know until june 21st if the layoffs can be avoided all together. the council is set to review the spending plan a final time in mid-july.
