A Salinas Business man has been arrested in connection with a fatal hit and run. On May 29th 44 year old Michele Lightcap was struck and killed by a hit and run driver on West Blanco Road. The vehicle involved was reported stolen later that day by the owner of MD towing, 40 year old Marco Soto. On August 15th ,Soto’s girlfriend was arrested for manslaughter and felony hit and run. Then yesterday (Thursday) Soto was taken into custody at his business. He is charged with for being an accessory to a felony, filing a false report, violation of probation. Soto’s business was also cited for multiple code violations.
