A groundbreaking ceremony was held Friday in Salinas. It was for the 4-story, 90-unit Moon Gate Plaza apartment building, which has been designed to house low, and extremely-low, income residents. It is also hoped that the building, located at 21 Soledad Street, will help revitalize Salinas’ Chinatown.
