Prior to the pandemic, reusable bags were not the only requirement when shopping at Santa Cruz or Watsonville establishments.

“This intent [of this local ordinance] is like reusable bags. Just bring your own cup. If you forgot your cup this time, bring it next time, and save yourself the 25-cents”, Goncharoff said.
The citywide ordinance to mandate the surcharge is slated to now take effect next year due to the Covid Crisis.
