The California Public Utilities Commission voted unanimously yesterday to approve a moratorium on new water hook-ups on the Monterey peninsula . The approval of the stoppage by California American Water comes as the utility has been ordered to reduce its pumping levels from the carmel river. The commission also denied a request by cal am water to impose a user fee on customers for river mitigation work. The moratorium is expected to delay new development projects on the peninsula, until further hook-ups are approved.
