A former prison psychiatrist has been forced to surrender his license, after being convicted of fraud. Doctor david hoban pleaded no contest for billing work that was not performed, while he was the chief psychiatrist at the salinas valley state prison in soledad. He was ordered to pay 42-thousand dollars in restitution and 300 hours of community service.
