The only proposition on the recent California ballot has been defeated. Proposition 13 has been rejected by voters. The proposed legislation is the only failed state school bond proposal in over 20 years. Voter rejection is thought to be due to the size of the proposed bond as well as a negative conotation associated with the prop 13 name itself.
