the army was to conduct emergency preparedness drills today (friday) at the presidio of monterey. instead the was canceled and at around 10:30 a-m army officials along with f-b-i agents evacuated the facility, after threats were received and a suspicious vehicle was located. both the defense langauge institute and the presido were locked down, and about 11:20 officials notified the public that a suspect had been taken into custody. at 1 p-m the area was declared safe and the lock down was lifted.
