A jet carrying 32 passengers landed safely in monterey tuesday, after experiencing equipment problems. The pilot of the American eagle flight from los angeles to monterey had to declare a state of emergency during the 10 am incident. that after the flaps would not operate. the pilot circled monterey regional airport, before landing safely.
