The pacific grove city council has given the go-ahead for a staff study, to analyze the implementation of a proposed shopping-bag tax. The tax would include paper and plastic, single-use bags. The authorization to conduct a study on the measure’s impact was approved on Wednesday, by a vote of 6 to 1.
