The powder found in a suspicious package today in Santa Cruz has been determined to have been baking soda. When the package was first opened, the powder spilled out, and the incident was called in to the Santa Cruz Police Department. As a precaution, Pacific Avenue was closed between laurel and maple, while the investigation was completed. Pacific Avenue was closed around 1 p.m., and the “All Clear” was given around 2 p.m.
