(08:30) CAPITOLA – Capitola officials have decided to limit the number of local surf schools due to safety concerns. Thursday night, the city council voted to allow only four out of five schools to operate next year. City officials were prompted to make the decision after discovering that schools were using improper gear, filling classes over capacity and had instructors that were not certified for CPR or First Aid. The police department is currently evaluating the surf schools. (S.G.)
