(19:11) CARMEL- Carmel’s city administrator has retired abruptly. Doug Schmitz announced his retirement in an email to the mayor, on Saturday, Carmel’s 99th birthday. Schmitz had come out of retirement 13 months ago to put the city’s affairs in order when the previous administrator left the position. Schmitz was also Carmels city administrator under three different mayors in the 1980’s. His resignation was effective on Saturday.
