A measure, that would have addressed dividing California into 3 separate states, won’t come before voters in November. That’s because the California Supreme Court blocked the measure today, saying that significant questions have been raised about the validity of the initiative. One of the issues is the possibility that this concept is beyond what can legally be accomplished through a ballot initiative.
