SALINAS KIDNAPPING/EXTORTION ARREST 06-18-10 13:20 a.v.

A 27-year old man is safe after he was kidnapped and held for ransom by 2 men in Salinas last night.  The suspects, 20-year old Marland Steeples and 19-year old Troy Joseph contacted the victim’s father saying that his son was being held against his will, and demanded money from the man to pay off a drug debt for his son’s safe return. Officers coordinated a ploy to lure the suspects to a pre-determined location to collect the ransom money and turn the victim over to his father. Both Steeples and Joseph, who were taken into custody while the turn-over was taking place, were booked into Monterey County Jail on charges of Kidnapping, Extortation, Criminal Conspiracy, and Narcotics Sales.   Meanwhile the victim was safely reunited with his dad.

P.V. WATER AGENCY'S RATE INCREASE 06-18-10 08:15 a.v.

Growers in Watsonville, who buy irrigation water produced by the city’s wastewater treatment plant, would pay 14% more under a new rate approved this week by the Pajaro Valley Water Management Agency.  Officials say the new charge of $306 per acre foot of water, won’t go into effect unless property owners agree to a new rate on water pumped from their wells.  A date of August 10th has been set for a mail-in election that is expected to determine whether the groundwater rate will be implemented.  Meanwhile, board members also approved a 12-million dollar budget for the 2010-11 fiscal year that assumes the measure will pass and that the agency will receive 4.2 million dollars in grant funding promised by the state for completed water projects.
