The Scotts Valley City Council will consider declaring a financial emergency at this weeks meeting. The council will also be examining economic strategies following the closure of KMART. Other topics open for discussion will be an emergency tax initiative on the upcoming ballot as well a new economic strategy. The meeting tkes place Wednesday at 6 pm at 1 Civic Center Drive.
