Due to its revenue not keeping pace with its expenditures, the Monterey City Council has declared a Fiscal Emergency For The City. Doing so allows them to place a half-cent sales tax increase on the ballot for the March 2020 Special Election. The sales tax would not be on groceries, medicine or pharmaceuticals.
