A Marina woman’s memorial reminder is becoming an annual tradition. Joanne Higgins created the Angel Tree tribute three years ago to honor her nephew who was killed in a distracted driving incident. Since then the memorial has grown to include 254 victims of preventable traffic fatalities ranging from cell phone use to DUI. The Angel Tree serves to remind the public to make responsible choices by honoring those who were less fortunate.
