(18:00) SANTA CRUZ- Santa Cruz County beaches have made the annual 10 worst beaches list. This year Cowells Beach north of the Santa Cruz wharf was number 3. Capitola Beach was ranked at number 7. Both beaches made the list due to high bacteria levels.
