(06:35) Santa Cruz – Santa Cruz Police Department reported a man was arrested Friday, after he was caught passed out in a car with drugs inside. The incident took place around 1:00 p.m. on the 100 block of Blaine Street in Santa Cruz. Officers contacted two individuals slumped over inside a silver BMW. After knocking on the windows, officers were eventually able to wake up the occupants. Officers found heroin, methamphetamine, cash, and additional drug paraphernalia in the vehicle. 37 year-old Paul Otey was arrested and booked into Santa Cruz County Jail.
