(18:24) SANTA CRUZ- Santa Cruz County has joined the White House’s Justice Initiative. The program is an effort to find data-driven strategies as a means to prevent non-violent criminals with mental health issues from returning to jail. Over 100 local jurisdictions have joined the initiative. It is estimated that 22 billion dollars is spent to incarcerating non violent offenders.
