(8:00) Carmel – A pool of rotting kelp on Carmel Beach is putting out an odor. The pool of water stretches from the Frank Lloyd Wright house to 13th Street. City officials say the water will need to disperse naturally and will most likely occur with high tides and high surf. The pool of water has been on the beach for a few weeks and it may take months before it is completely gone. Although the water is not considered toxic people and pets are being advised to stay out of the pool of water.
