(18:04) SALINAS- The City of Salinas will be outsourcing parking enforcement. On Tuesday, council members voted in favor of a two year contract with a Virginia based company that handles parking enforcement in several other California cities. Current community service officers in charge of parking will now assist police in traffic control and other non emergency situations.
