(18:43) SALINAS – A Salinas doctor, who was arrested last week, has pleaded not guilty. 46 year-old Steven Mangar faces 37 felony charges related to health insurance fraud, and providing unlawful prescriptions. Mangar is due back in a Monterey county courtroom June 14th.
