(07:27) MONTEREY COUNTY – A Salinas councilman has pleaded guilty to a misdemeanor traffic violation. Jose Castaneda was found driving without a driver’s license after being pulled over in March. He has been ordered to pay over $350 in fines. Castaneda has a number of outstanding fines, including one from the state’s Fair Political Practices Commission and another from the Alisal Unified School District Board of Trustees. He faces additional charges for the alleged kidnapping and beating of a woman in September. He is due back in court next week for a preliminary hearing. (S.G.)
