(19:20) SALINAS – A Salinas residential care facility is undergoing an emergency closure. California Social Services has suspended residential care at Colonial Manor on Williams Road, citing recent citations of client neglect. The facility has had 190 citations in the past three years of operations since opening in 2012. Social Services is working with the Department of Health to relocate all 39 residents effective today (Friday). Colonial Manor is appealing all citations, a hearing ahs been set for October 2nd.
