(07:37) SALINAS – A Salinas councilmember is the focus of an investigation being conducted by a Monterey County civil grand jury. Councilman Jose Castaneda has been accused of a number of infractions. In one instance, Castaneda refused to step down from the Alisal School Board after being elected to the city council in 2012. He was forced off the board and ordered to pay a fine, which he has not yet paid. The jury released a report Wednesday that concludes Castaneda has been making poor legal and ethical decisions. Most recently, Castaneda has been accused of visiting a high-profile inmate while posing as a relative.  (S.G.)
