(8:00) CAPITOLA – Capitola Police honored one of their Officers yesterday. 34-year-old Leo Moreno was named officer of the year last night in City Hall. Moreno works with several local organizations including Monarch Services, and the Ombudsman program. He runs the Tip A Cop fundraiser, as well as the torch relay run for Special Olympics and is on the elder abuse task force. (M.K.)
