A man who set fire to a homeless encampment, and burned 3 residents (and himself) has been arrested. Steven Mark Palmer (who is also homeless) reportedly used an accelerant, and then lit his victims on fire. These incidents took place Friday march 13th at Laguna Grande Park in seaside.
