Pacific Grove is set to start phase 3 of its Gull abatement program on Monday. The City is spending 28-thousand dollars to bring in a Falconer with 3 birds of prey. The Raptors will be used until the 4th week in March, then again in early spring in an attempt to clear the city of Seagulls before nesting begins in late spring. Once the gulls produce eggs their nests are federally protected and off-limits to city abatement techniques.
