Carmel officials are making changes to the parking meters recently installed in the area. The city launched a pilot program in December that implemented paid parking on Ocean Avenue. The program was met with opposition from the community, who say the meters have had a negative impact on businesses. This week, parking enforcement hours were changed from 10 a.m. to 7 p.m., adding two extra hours of free parking in the morning.
