Santa Cruz officials are moving forward with a plan to improve the wharf. The city council voted unanimously yesterday to expand and repair the site. The plan would expand the east and west sides of the wharf and add several new public centers. The project could cost between $24-29 million. The plan will now be forwarded for environmental review.
